China nears approval of $16 billion domestic jet-engine plan

SHANGHAI (Reuters) – China’s cabinet may soon approve an aircraft engine development program that will require investment of at least 100 billion yuan ($16 billion), state-run Xinhua news agency quoted unidentified industry sources as saying.

China is determined to reduce its dependency on foreign companies like Boeing Co (BA), EADS-owned Airbus (EAD.PA), General Electric Co (GE) and Rolls Royce Plc (RR.TO) for the country’s soaring demand for planes and engines.

So far the domestic aerospace industry has failed to build a reliable, high-performance jet engine to end its dependence on Russian and Western makers for equipping its military and commercial aircraft.

Xinhua on Thursday quoted an unidentified professor at the Beijing University of Aeronautics and Astronautics (BUAA) with knowledge of the project as saying the investment would be used mainly for research on technology, designs and materials related to aircraft engine manufacturing.

The project was going through approval procedures in the State Council and may be approved shortly, the professor was quoted as saying.

Participants in the project include Shenyang Liming Aero-Engine Group Corp, AVIC Xi’an Aero-Engine (Group) Ltd <600893.SS> and research institutes including the BUAA, Xinhua reported.

Aviation Industry Corporation of China (AVIC), the country’s dominant military and commercial aviation contractor, had lobbied the government to back a multi-billion dollar plan to build a high-performance jet engine.

China’s military and aerospace industries have suffered from bans on the sale of military equipment imposed by Western governments after the Tiananmen Square crackdown and foreign engine-makers are reluctant to transfer costly technology.

Some Chinese aviation industry specialists forecast Beijing will eventually spend up to 300 billion yuan ($49 billion) on jet-engine development over the next two decades.

China’s space activities raising U.S. satellite security concerns

WASHINGTON (Reuters) – The United States is concerned about China’s expanding ability to disrupt the most sensitive U.S. military and intelligence satellites, as Beijing pursues its expanded ambitions in space, according to multiple sources in the U.S. government and outside space experts.

A classified U.S. intelligence assessment completed late last year analyzed China’s increasing activities in space and mapped out the growing vulnerability of U.S. satellites that provide secure military communications, warn about enemy missile launches and provide precise targeting coordinates, said the sources, who were not authorized to speak publicly.

“It was a very credible and sobering assessment that is now provoking a lot of activities in different quarters,” said one former government official who is familiar with U.S. national security satellite programs.

The intelligence report raised red flags about Beijing’s ability to disrupt satellites in higher orbits, which could put the most sensitive U.S. spacecraft at risk, according to the sources. China has already conducted several anti-satellite tests at lower orbital levels in recent years.

Given the heightened concerns, Washington is keeping a watchful eye on Chinese activities that could be used to disrupt U.S. satellites. It is also urging Beijing to avoid a repeat of its January 2007 test that created an enormous amount of “space junk,” said one senior defense official.

Details of the latest Chinese moves that have raised U.S. concerns remain classified.

U.S. officials charge that China’s anti-satellite activities are part of a major military modernization that has seen Beijing test two new stealth fighters; step up cyber attacks on foreign computer networks; and launch more commercial and military satellites in 2012 than the United States.

China still lags behind the United States in most military fields.

“What we’re seeing is a heightened sense in the United States that China is a potential threat and that it has the technology to be a threat if it wishes to,” said Jonathan McDowell, with the Harvard-Smithsonian Center for Astrophysics.

“As China becomes a space superpower, and given that it does have a significant military component to its space program, it is inevitable that the U.S. will be concerned about threats to its most valued satellite systems, whether or not China actually intends to deploy such aggressive systems,” he said.

CREATING SPACE DEBRIS

Six years ago, on January 11, 2007, China destroyed one of its own defunct weather satellites in low-earth orbit, which created over 10,000 pieces of debris that pose a threat to other spacecraft. A less-destructive test followed on January 11, 2010.

Space experts and U.S. officials say they expect China to continue testing anti-satellite technologies, although they doubt it would repeat the 2007 test, given the massive international outcry it triggered.

Gregory Kulacki, a respected researcher with the Union of Concerned Scientists, reported earlier this month on the group’s website that there was “a strong possibility” of a new anti-satellite test by China within the next few weeks.

He said Chinese sources had told him in November that an announcement about an upcoming anti-satellite test had been circulated within the Chinese government, and a high-ranking U.S. defense official confirmed in December that Washington was “very concerned” about an imminent Chinese anti-satellite test.

Manufacturers and businesses struggle to find skilled workers

BOSTON — Dozens of people walked around a recent Somerville job fair handing out resumes. There was Jim Lundy, 53, an English teacher with a Ph.D. and 30 years of experience. When he could not find a teaching job, he started a business that sells used blue jeans, but has been unsuccessful. There was Isabel Sendao, 38, who lost her job in marketing and sales a year and a half ago and is keeping current on the latest technology while interviewing for jobs. There was Sandy Carr, 51, who worked at non-profit and social service jobs for three decades. She was laid off when a medical billing firm went under and has been doing temporary and contract work until she can find something full-time.

“Job searching’s a constant thing to be doing these days,” Carr said.

At the same time, there are businesses in Massachusetts looking for workers. Denise Petersen, who works in human resources for B&E Precision Aircraft Components in Southwick, said her company is looking for computer numerically controlled machinists and burr hands, a type of skilled laborer. The company is competing with other local tool companies and having a hard time finding workers with the necessary skills. “As experienced or skilled workers leave, it’s getting more difficult to find people in those areas that have experience,” Petersen said.

The “skills gap” is a fact of life in the recovering economy. Jobs are opening up and workers are seeking them. But the unemployed workers do not always have the same skills that employers are looking for. In some cases, industries have shifted during the recession, some recovering faster than others. In other cases, the recession actually delayed the skills gap, as older workers pushed off retirement. With the recovery, some of those workers are preparing to leave.

Made in the U.S.A. Bucking a 30-year Trend

Lumitec’s products, which are designed for extreme environments, require exact specifications that need frequent product monitoring. So the lag time to make changes typically associated with manufacturing thousands of miles away in China is not an option. To accommodate these needs, Lumitec’s headquarters are in a 10,000-square foot facility that can handle the customization and assembly that clients require.

Lumitec is like an increasing number of small companies that are manufacturing in the United States, and bucking a 30-year trend of outsourcing such production overseas.

These companies find increased control, quality, and production standards domestically that may cancel out the cost savings that could come with manufacturing overseas. They are also turning the table on recent history in other ways, by exploiting sales in international markets, and uncovering opportunities by selling their goods to other countries in addition to domestically. They find the ‘Made in the U.S.A.’ stamp brings them unexpected cachet.

“We attend trade shows outside of the U.S. and people are always pleasantly surprised that we manufacture in the U.S.,” says John Kujawa, chief executive of Lumitec, which exports its lighting products to more than 30 countries. “it is understood that many products manufactured in the U.S. are greater quality than those from certain other countries.”

Manufacturing businesses have added 500,000 jobs in the United States since 2009, though the sector has a lot of ground to make up, having lost 2.3 million jobs since the start of the recession. States that led the way were Michigan, Ohio, Indiana, Texas, and Illinois, which combined added a quarter of a million of those jobs over the same period.

Obama to hit China with trade case over cars, parts

President Barack Obama launches a campaign swing through the pivotal battleground of Ohio on Monday — armed with a new trade enforcement case against China over allegedly improper subsidies to its auto and auto-parts sectors.

Mitt Romney has recently escalated his attacks on the incumbent as not doing enough to protect America’s battered manufacturing sector from unfair competition from Beijing. The message has special resonance in states like Ohio, where the auto-parts sector accounts for a sizeable chunk of the economy. (The White House says the industry directly employs 54,200 Ohioans and supports some 850,000 total jobs).

Obama decided to go after China at the World Trade Organization (WTO) because its subsidies are giving its auto parts a leg up — even in the U.S. market — over their American counterparts, the administration says.

 

The Obama Administration is also escalating another trade enforcement action, begun in July, against what it says are unfair anti-dumping and countervailing duties on some $3.3 billion in U.S. automobile exports to China.

The United States will ask the WTO to set up a dispute settlement panel to consider its case against those duties, which Beijing imposed in December 2011. China acted in response to the auto bailout Obama championed, arguing the rescue amounted to unfair government support for the industry.

“The key principle at stake is that China must play by the rules of the global trading system,” an administration official said on condition of anonymity. “When it does not, the Obama Administration will take action to ensure that American businesses and workers are competing on a level playing field.”

Fake Chinese parts in US-made arms leave India at risk

New York: India, a big buyer of American arms, is understandably concerned by a key US senate committee report that finds vast numbers of counterfeit Chinese electronic parts are being used in US military equipment. Where does it leave India if suspect parts have crept into US-built aircrafts and missiles it has bought or put on its shopping list? The failure of a single electronic component could put an Indian airman or soldier at risk.

Over a 14-month investigation, the Senate committee’s investigative staff amassed a database with 1,800 cases of counterfeiting involving about 1 million parts. It found that 70 percent of the suspect parts were traced to fly-by-night, unscrupulous Chinese companies who supplied electronics and other computer chips to large US defence manufacturers.

Defence Minister AK Antony told the Rajya Sabha in a written reply on Wednesday that India was verifying if “faulty spare parts made in China” were used in defence equipment being sold by the US to India.

“There have been media reports in this regard, which are being verified,” Antony said this week.

According to Bloomberg, the US Air Force had in January this year suspended a company called Hong Dark Electronic Trade Co., in Shenzhen (in southern China), from supplying parts to US contractors after it supplied about 84,000 fake components to a middleman, who then sold the suspect electronic parts to Boeing, Lockheed Martin, Raytheon, L-3 Communications, among others.

Bloomberg quoted Air Force Deputy General Counsel Steven Shaw’s memo saying; œMany of the 84,000 electronic parts from Hong Dark have been installed on aircraft such the C-17 transport and helicopters such as the AH-64 Apache and CH-46.”

Given Shaw’s memo, India should double-check what it is paying for when it receives new aircraft. The first of the 10 Boeing C-17 Globemaster III aircraft ordered last year will be delivered to the Indian Air Force in June next year. India is forking over $4.1 billion (Rs 22,960 crore) to buy the US Air Force’s workhorse used extensively in Iraq and Afghanistan, making it the largest defence contract to have been signed by the two governments.

Antony listed some of the other US military equipment India had bought in the last five years. Last year, India purchased an amphibious transport vessel, the USS Trenton (re-christened INS Jalashwa), for nearly $50 million with six-UH-3H helicopters to operate alongside, costing another $49 million.

It also bought Harpoon anti-submarine missiles under a package worth $200 million, and long-range acoustic devices, modern hull penetrating periscopes, side scan sonar, C-130J transport aircraft, sensor-fused weapons, P-8I long range maritime reconnaissance aircraft and quick reaction team boats from the US.

One reason India is beefing up its arsenal is China, which has been expanding its military and modernising its equipment at a tear. This has triggered a simultaneous build-up of advanced weaponry in the Asia-Pacific region on a scale and at a speed not seen since the Cold War arms race between America and the Soviet Union.

India has purchased some $12.7 billion in arms, 80 percent of them from Russia, during 2007-2011, according to the Stockholm International Peace Research Institute (SIPRI). India and the US want to eventually move beyond a seller-buyer relationship to substantial co-production and eventually, high-technology joint research and development of weapons.

How to Save U.S. Manufacturing Jobs

At first glance, manufacturing jobs would appear to be a dying breed.

The United States lost 6 million manufacturing jobs between early 2001 and late 2009. And despite small gains during the last two years, the trend in manufacturing employment for the last 30 years has been downward.

That has led some to argue that long-term job loss in the industry is inevitable. But our research shows otherwise.

There are two common versions of the “inevitability” argument. One holds that U.S. manufacturing wages are too high to be internationally competitive. The other maintains that manufacturing job losses are the result of productivity growth. Both arguments are wrong. Read more of this post

How To Invest For Jobs Coming Back To U.S.

The grand theme I want to put on the table is the concept of onshoring, sometimes called reshoring, which is the bringing back of U.S. jobs from overseas supply chains.

U.S. businesses have started to realize that while workers in far away lands garner miniscule wages compared to their U.S. counterparts, having operations outside of the country can be a strategic disadvantage.  The speed and structure in which information is consumed has caused U.S. consumers to demand top quality products and to want to buy them whenever they please.

Having a manufacturing plant domestically aids in the quicker movement of goods from design table to sales floor.  Furniture maker Ethan Allen is great example of a manufacturer producing most of its products in the U.S. and doing customization for clients, setting itself apart from price-point focused competitors.

Corporate managers are simply getting over their infatuation with cheap international labor and analyzing the total costs of doing business in the U.S. compared to say, China or India.

There is a dollop of icing on the cake here as well.  The topic of focusing on onshoring to boost employment levels seems to be an area of agreement between bickering Republicans and Democrats.  Republican presidential hopeful Rick Santorum, for example, wants to zero out the U.S. corporate tax for manufacturers.

Anytime the major political parties agree on anything, even the slight thing, it’s cause to sit up and take notice from an investment standpoint.  The Donkeys and Elephants may be a little apart on how to precisely shepherd along the corporate onshoring interest, but at least they are talking the same language.  It’s high time they do find common ground if the following is to be reversed:

  • Manufacturing employment has fallen by approximately 37% since 1980.
  • According to a survey done by the Manufacturing Institute and Deloitte, some 600,000 manufacturing jobs are currently unfilled due to a mismatch between job requirements and experience.

I have read a fair number of columns bantering about onshoring.  Is it overhyped?  Do we really need more jobs in the service sector U.S. economy?  The debates are almost endless.  Unfortunately, though, I have failed to stumble upon investment strategies to profit from onshoring, which has already begun to a certain extent, and could likely gain steam in the years ahead.

Buy-and-hold investors, this should be right in your wheelhouse: a highly probable future event to build positions around in companies with durable competitive advantages.

A few names that come to mind:

  • Waste Management: Owns 260 plus landfills and is the largest waste management business in the U.S.  More manufacturing production means more waste to be piled into the company’s green bins.
  • ADP: Benefits in two manners.  First, workers are hired to run new domestic manufacturing plants (hopefully by people that used the downturn to attain new technological skills).  Second, there should be a trickle down effect in the overall employment sector via a ramp in higher paying manufacturing jobs.
  • Dunkin Brands: “America Runs on Dunkin” as the brand’s slogan goes.  The company’s moat is not as wide as an ADP or Waste Management, but more U.S. manufacturers should mean more egg sandwiches (which Starbucks does not do superbly) and coffee.  Store penetration is increasing in areas of the country that are manufacturing oriented.

BLUE-COLLAR workers in fields like manufacturing — particularly when they make products on American soil — are again becoming a favorite subject for white-collar workers on Madison Avenue.

The trend was born of the economic worries that followed the financial crisis in 2008. Recently, it is gaining steam — appropriate, since the ads often use blasts of steam to signal something is being built — with proposals in Washington to offer incentives to encourage the location or relocation of factories in the United States.

“We continue to see very heavy emotional response to anything that would leverage against the bad economy,” said Robert Passikoff, president at Brand Keys, a brand and customer-loyalty consulting company in New York. Read more of this post

Obama Takes Fresh Aim at China, Touts “Insourcing”

MILWAUKEE (Reuters) - President Barack Obama kept up his attack on Chinese trade practices during a campaign-style visit on Wednesday to a Midwest factory, where his call to bring jobs back home was intended to resonate with voters in an election year.

The day after meeting China’s leader-in-waiting, Vice President Xi Jinping, at the White House, Obama cited America’s chief rival a number of times in a speech to promote the potential of “insourcing” jobs back to America from overseas.

“I will not stand by when our competitors don’t play by the rules,” he told workers at Master Lock, a company he lauded in his State of the Union address last month for having moved back about 100 union jobs from China since mid-2010.

“That’s why I directed my administration to create a Trade Enforcement Unit with one job: investigating unfair trade practices in countries like China,” he said in prepared remarks.

Obama took a firm line over trade on Tuesday during his Oval Office meeting with Xi, who is in line to assume the Chinese presidency in March 2013.

This tough stance should appeal to voters in election battleground states like Wisconsin, where Beijing is often blamed for killing American jobs.

Republican presidential hopeful Mitt Romney, a former private equity executive, accuses Obama of being too soft on China and lacking the executive or other leadership experience to steer the U.S. economy toward lasting recovery.

Master Lock, a unit of Fortune Brands Home & Security, is the world’s largest manufacturer of padlocks and related products to secure homes, cars and bicycles. Its story is a positive one for Obama, who must tout his economic leadership to secure another White House term.

The firm says its Milwaukee plant is running at full capacity for the first time in 15 years – an example the White House is eager to replicate as the November 6 election nears.

“They’re deciding that if the cost of doing business here is no longer much different than the cost of doing business in countries like China, they’d rather place their bets on America,” said Obama.

It was his first stop in a three day campaign-style swing when the Democrat will raise funds in California and stop at aircraft manufacturer Boeing in Washington state.

How to cope with a rising China – and compete against cheap Chinese exports – is one of the toughest challenges for Obama to navigate as the election approaches, particularly as opinion polls showing rising U.S. voter frustration with the Asian economic powerhouse.
